Can an off duty policemen with no uniform or marked car order you to pull off the highway by showing you a badge and motioning for you to pull over?

By law a police officer can always pull you over. In that situation you should call the police station, tell them you have a unmarked, unlighted car trying to pull you over. You have every right by law to reach a comfortable safe distance to pull over.
